IIDMA´s activities are developed in different areas always focusing on environmental law and policy, looking to environmental concerns from a horizontal approach.
 
 

Governance and Sustainable Development

Governance is referred to the political, social, economic, institutional and administrative systems which through the society is organized. IIDMA´s work scope in the field of governance for sustainable development is:

- assistance in the development of governance institutional systems for environmental protection and sustainable development.
- the study of the legal–institutional regime for the protection of the environment at the international, community and national levels. 
- the correct implementation and enforcement of environmental law as well as issues related to transparency, public participation and access to justice in the field of the environment.

The main projects develop in this filed are:


Conformity checking of measures adopted by Member States to transpose Directives in the sector of environment- Spain Lot (January-May 2007)

The project aimed to produce studies, which analyzed the conformity of national legislation with certain key Directives in the sector of the environment:  on WEEE (2002/96), ROHS (2002/95) and on Urban Wastewater Treatment (91/271). This work was carried out within the framework of a contract Milieu Ltd signed with the European Commission

 


Environment and International Law: A practical guidance
During 2006 – 2007 IIDMA prepared the practical guidance titled: “Medio Ambiente y Derecho Internacional: una Guía Práctica” (“Environment and International Law: a Practical Guidance”). This project has been co-funded by Obra Social de Caja Madrid (January 2006 – February 2007).

4th IUCN Academy of Environmental Law Colloquium
IIDMA participated in the 4th IUCN Academy of Environmental Law Colloquium on “Implementing environmental Legislation: The Critical Role of Enforcement and Compliance”, October 16th – 20th, 2006, Pace University, New York.

Conformity checking of measures adopted by Member States to transpose Directives in the sector of environment- Spanish Lot (January-September 2006)
The project aimed to produce studies, which analyzed the conformity of national legislation with certain key Directives in the sector of the environment. IIDMA’s work consisted on the analysis of the following Directives: on groundwater (80/68); on the Emissions Trading Scheme (2003/87); GMOs (2001/18); Animal Experiments (86/609); Large Combustion Plants (2001/80). This project was carried out for the European Commission as a result of a consortia with Milieu Ltd.

Study and Guidance on Legal Mechanisms for Environmental Defense (January-April 2005).
Funders: Fundación Biodiversidad and European Social Fund
This Project consisted on the elaboration of a Study and a practical booklet on legal mechanisms for environmental defence available to any citizen based on the three pillars of the Aarhus Convention. Thus, it analyses all mechanisms for access to information, public participation and access to justice in Spain and at the EU level. The practical booklet was printed and sent to 1.500 SMEs and freelance workers in Spain.

Governance for Sustainable Development. (October 2004- February 2005).
This Project financed by the British Council and BSCH Foundation, consisted in the preparation of a working paper on governance for sustainable development analyzing the development in the field of sustainable development of the White Paper on EU Governance. A specific part of this work analysed the implementation of the Aarhus Convention at the EU level. In addition a participatory workshop and a seminar where organized to discussed the implications of the European Constitution and of the White Paper on Sustainable Development

Assistance jointly with Milieu Ltd. to the DG Environment. It consisted in detailed analysis of the measures adopted by the Kingdom of Spain to transpose 18 European directives in areas related to air quality, water, waste, biotechnology and hazardous substances


Legal Assistance to the Autonomous Government of Catalunya during the World Summit on Sustainable Development ant its preparatory process (2002)

Assistance to the Office of the UN High Commissioner for Human Rights on the organization and development of an initiative on Human Rights and the Environment (2002).

Legal representation of an environmental NGO in GOB v. Council of Ciutadella (2002)


Organization of a seminar on public participation in administrative procedures (December 2002)

Jointly with Fundació Internacional Olof Palme and Col•lectiu Ronda and publication of the book La participació pública als procediments administratius ambientals, ed. Viena.

Proyecto IberAqua: Development of Cooperation and Participatory Mechanisms for the Management of Iberian Basins (January 2002-March 2003)

Funders: DG Environment, Tinker Foundation, Fundaçao Luso-Americana para o Desenvolvimento, Portuguese Ministry of Environment.  Partner: Euronatura. One of the main objectives of this project was the public participation in the decision –making process and the planning and management of the Luso-Spanish Waterbasins.
